Statewide Health Insurance Benefits Advisors (SHIBA) is a free, unbiased, and confidential counseling service of the Washington State Office of the Insurance Commissioners (OIC). SHIBA is a statewide network of trained volunteers who assist and advocate for consumers about Medicare, health insurance, and access to health care and prescription drugs.
